MAYOR PRO TEM, COMMISSIONERS, CITY MANAGER MY NAME IS DAVID ON BEHALF OF RHODES ENTERPRISES PROVIDE YOU WITH THIS INFORMATION FOR THE PUBLIC HEARING FOR THE 23-24 SERVICE ASSESSMENT PLAN FOR THE PUBLIC IMPROVEMENT DISTRICT IN THE TREES LAGOS. THIS IS AN ANNUAL EMPTY BY CHAPTER 372 OF THE TEXAS GOVERNMENT CODE. THIS UPDATE INVOLVES ALL THE TRACKS WITHIN THE PIT OF TREES LAGOS. CURRENTLY, THE ASSESSED MARKET VALUE WERE PLEASED TO ANNOUNCE IS GOING UP TO $359,583,141. THE CURRENT OUTSTANDING INDEBTEDNESS IS $23,185,000.

AND ALL THE ASSESSMENTS ARE THE SAME. THE AMOUNT OF DEBT SERVICE OUTSTANDING IS REDUCING WITH THE DEBT SERVICE BEING MADE ON AN ANNUAL BASIS.

AS YOU KNOW, THE TREES LAGOS PROJECT IS LOCATED AT THE CORNER OF MONTECRISTO AND BARRY ROAD THIS INDICATES THE ORIGINAL BOUNDARIES OF THE IMPROVEMENT DISTRICT.

AUGUST 8, 2022 MCALLEN CITY COMMISSION APPROVED RESOLUTION 2022-35 TO AUTHORIZE EXPANSION TO AT APPROXIMATELY 150 ACRES ON THE OTHER SIDE SOUTH OF MONTECRISTO IN RETURN FOR THE 100 ACRE DONATED FOR THE PROJECT. THESE EXHIBITS SHOW THE PIT AREA THAT ARE CURRENTLY INCLUDED IN THE PIT. IN THE 2023-24 ASSESSMENT PLAN THERE ARE THREE SEPARATE ASSESSMENT CATEGORIES THE FIRST IS A DEBT SERVICE ASSESSMENT WHICH IS LEVIED ON EVERY TRUCK IN THE DISTRICT HOWEVER THE LAND OWNERS DO NOT HAVE TO PAY THAT BECAUSE OF BEING MADE BY THE TERSE REVENUE ENTER REVENUE WHICH IS NOW NO LONGER REQUIRED BECAUSE IT WILL MAKE THE DEBT SERVICE COMPLETELY VERY SUCCESSFUL.

SECOND CAMERA IS MEGAN'S ASSESSMENT THIS IS WRITTEN UP INTO SUBCATEGORIES THE ORDINANCE MAINTENANCE ASSESSMENT WHICH IS THE $0.25 THAT GETS ASSESSED TO ALL PROPERTIES IN THE DISTRICT THAT HEAVY USE OF THE FACILITIES LIKE THE CLUBHOUSE AND THE OTHER AMENITIES FOR THE PROPERTY FOR OTHERS TO ENJOY AND THE SECOND IS LIMITED MAINTENANCE ASSESSMENT WHICH IS 12 AND HAVE SINCE WHICH IS ASSESSED AGAINST APARTMENTS, COMMERCIAL PROPERTIES THAT DO NOT HAVE ACCESS TO THE POOL AND OTHER AMENITIES AND DO NOT PAY FOR THE UPKEEP FOR THOSE PARTICULAR AMENITIES. I WAS ALWAYS FASCINATED BY THE HUMAN BODY AND HOW IT FUNCTIONS AND DURING THIS TIME I COULD BECOME INCREASINGLY INVESTED AND WANTED TO KNOW HOW TO MANAGE AND PREVENT VARIOUS BODILY CONDITIONS. MANY PEOPLE DESCRIBE A CALLING I SUPPOSE THIS IS HOW IT FEELS AN EXTREME ENTRANCE, BELONGING AND WANTING TO DO SOMETHING.

SO CHOOSING STC NURSING PROGRAM FELT LIKE THE PUZZLE PIECES THAT FIT.

I CANNOT LIE FINANCES WERE VERY HEAVY ON MY MIND HOW WAS I GOING TO GET THROUGH SCHOOL? I WAS SEARCHING ONLINE FOR SCHOLARSHIPS, SPONSORSHIPS, FINANCIAL AID ANYTHING THAT COULD HELP ME PAY FOR TUITION. AND THAT'S WHEN A VIDA CAME INTO MY LIFE.

I WAS VISITING THE CENTER FOR LEARNING EXCELLENCE AT SCHOOL WHEN I SAW --SITTING AT A TABLE AND WE MADE EYE CONTACT AND SHE SAID HEY, HAVE YOU HEARD OF VIDA? I SAID NO AND SHE GAINED THE WHOLE MISSION, THEIR INITIATIVE AND HOW THEY HELP STUDENTS TO PAY FOR THEIR EDUCATION. HONESTLY, I DID NOT THINK I WOULD QUALIFY BECAUSE I DIDN'T EVEN QUALIFY FOR FINANCIAL AID AND I WAS ACTUALLY PREPARING THAT WEEK TO SMITH FOR STUDENT LOANS AND START INCURRING STUDENT DEBT. BUT I GOT HOME AND I SAID, I AM GOING TO APPLY WHAT EVER I NEED TO DO AND I DID THAT AND A FEW WEEKS LATER I GOT A CALLFROM A VIDA , EXCUSE ME, THAT I QUALIFIED. AND I CRIED.

I DIDN'T REALIZE HOW MUCH THAT WAS GOING TO IMPACT ME. AND SINCE THEN MRS. SANCHEZ HAS BEEN THE ULTIMATE COUNSELOR SHE EDUCATES HER MEMBERS AND BE SUCCESSFUL STUDENTS BY IMPLEMENTING SCHEDULES, BEING ORGANIZED, HAVING ACCOUNTABILITY AND ASKING FOR HELP IF YOU'RE OVERWHELMED. SHE'S ALSO OUR BIGGEST CHEERLEADER.

SHE ALWAYS TELLS US THAT WE CAN DO IT THAT WE CAN ACHIEVE OUR DREAMS NO MATTER OUR AGE.

WHICH REALLY RESONATES WITH ME BECAUSE I AM AN OLDER STUDENT, I HAVE A LIFE AND I'M PART OF A VERY RIGOROUS PROGRAM. SORRY, I'M ALMOST AT THE END. THE GENERAL FUND CONSISTS OF TWO MAJOR REVENUE SOURCES SALES TAX AND OTHER TAXES, SALES TAX IS NORTH OF $70 MILLION TO THE GENERAL FUND --REVENUE IS ABOUT --OF THE GENERAL FUND.

THIS INCLUDES INCREASES TO COMPENSATION FOR CITY EMPLOYEES WHICH IS SOMETHING WE TALKED ABOUT IN MEETING NUMBER ONE AND WE TALKED ABOUT IN THE LAST MEETING.

SO WE ARE PROUD OF WHAT YOU ALL DID. WE HAVE A MINIMUM OF THREE PERCENT INCREASE IN COMPENSATION FOR OUR CITY EMPLOYEES FULL-TIME AND PART-TIME THAT INCLUDES THE FIRE DEPARTMENT. IT WAS A FIVE PERCENT INCREASE IN COMPENSATION FOR POLICE AND COVERED BY THE COLLECTIVE BARGAINING AGREEMENT.

I HAVE TO HAND IT TO THE REPORTERS THAT ASK QUESTIONS THIS MORNING WHY THE DIFFERENCE? WHAT WE TRY TO DO NOT ONLY FOR CITY EMPLOYEES BUT ALSO OUR POLICE AS WE LOOK AT THE MARKET AND ESTABLISH WHERE WE ARE AND AS THE CITY OF MCALLEN WE PRIDE OURSELVES IN THE BEST OF WHAT WE DO. AFTER NEGOTIATING WITH THE POLICE DEPARTMENT AND HAVING DISCUSSIONS WITH THE CITY COMMISSION WE AGREED ON FIVE PERCENT. WE ALSO APPROVED FOR THE FIRST TIME IN OUR HISTORY THE LONGEVITY COMPONENT TO COMPENSATION.

WE HAVE BEEN BATTLING TURNOVER LIKE ALL CITIES HAVE ESPECIALLY DURING THE PANDEMIC AND AT ONE POINT WE WERE AT 18 PERCENT TURNOVER. THE EMPLOYEES AND THAT'S ALMOST 500 EMPLOYEES TURNOVER. SO ARE DOING EVERYTHING WE CAN TO ENSURE WE SO THAT WE KEEP THE TALENT THAT WE KNOW WE HAV . AND SO, I REALLY APPLAUD YOU FOR UPPING THE UTILITY PAY IS EQUIVALENT OF $170 PER YEAR OR TRY TO KEEP THE PEOPLE THAT ARE TRAINED THAT OUR FOLKS THAT WE WANT TO KEEP AT THE CORE OF OUR ORGANIZATION SO THIS IS A BIG IMPACT REALLY ON THE MIDDLE OF THE ORGANIZATION AND DOWN BECAUSE IT DOESN'T MATTER WHETHER YOU MAKE FOUR DOLLARS AN HOUR OR $25 NOW THE LONGEVITY PAY WILL BE THE SAME SO I PLUGGED YOU FOR THAT. THAT'S AN $85 MILLION EXPANSION THAT ALSO INCLUDES THE MAZATLAN THAT I PLOTTED THE STAFF AND MANAGEMENT AND THAT BOARD ALONG WITH THE CITY COMMISSION WORKED ON IT FOR EIGHT YEARS BEFORE WE DID AND WE ARE GOING TO DELIVER ON THE PROJECT I BELIEVE THAT THE CITY OF MCALLEN AND THE REAL --WILL BE VERY, VERY PROUD. COUPLE MAJOR PROJECT REPORT WILL TAKE A BIT OF ALL THE FUNDING THAT WE CAN AND OF COURSE DRAINAGE.

DRAINAGE IS SOMETHING THAT THE CITY HAS BEEN FOCUSED ON FOR FIVE YEARS.

SUBSTANTIAL AMOUNT OF SALES TAX. THE NORTH PARK IS ANOTHER NEW IMPROVEMENT PUT IN PROVIDING ANOTHER QUALITY AMENITY TO THE TIRZ AND THE PID IN THE AREA. .PRESIDENT LAKES ARE CONTINUED TO BE MAINTAINED PRO AREALLY AND UPGRADES AND EXPANSION TO THOSE LAKES IN THE LAST 24 MONTHS.
