CITY OF MCALLEN PROCLAMATION: WHERE THE TEXAS ASSOCIATION OF SCHOOL ADMINISTRATORS RECOGNIZES A TEXAS TEACHER OF THE YEAR AWARD, WHICH IS THE HIGHEST HONOR THAT THE STATE OF TEXAS CAN BESTOW UPON A TEACHER.

THIS PROGRAM ANNUALLY RECOGNIZES AND REWARDS TEACHERS WHO HAVE DEMONSTRATED OUTSTANDING LEADERSHIP AND EXCELLENCE IN TEACHING.

MRS. JENNIFER HAN HAS EXEMPLIFIED THIS CRITERIA DURING HER 14-YEAR CAREER AND HAS EARNED TEACHER OF THE YEAR HONORS AT OUR CAMPUS, JUAN SEGUIN ELEMENTARY FOR SCHOOL DISTRICT, THE REGION, AND NOW STATE.

MS. HAN IS CONTINUING A TRADITION OF EXCELLENCE IN THE MCALLEN INDEPENDENT SCHOOL DISTRICT BY BECOMING THE THIRD EDUCATOR IN THE DISTRICT'S HISTORY TO EARN A TEXAS TEACHER OF THE YEAR TITLE, WHICH IS THE MOST IN THE RIO GRANDE VALLEY.

WHEREAS, RECYCLING COULD SIGNIFICANTLY DECREASE THE AMOUNT TEXANS SPEND ANNUALLY TO DISPOSE THEIR TRASH.

MOREOVER, MORE THAN HALF OF THE WASTE COULD HAVE BEEN ELIMINATED BY RECYCLING OF ORGANIC MATERIALS THROUGH MULCHING AND COMPOSTING.

WHEREAS, USING RECYCLED MATERIALS FOR THE MANUFACTURING OF NEW PRODUCTS REQUIRES LESS ENERGY AND EXTRACTION AND FROM REFINING VIRGIN MATERIALS, THEREBY REDUCING THE COMBUSTION OF FOSSIL FUEL FOR ENERGY AND FOR RESULTING AIR EMISSIONS AND CONSERVING OUR NATURAL RESOURCES.

WHEREAS, THE CITY OF MCALLEN PUBLIC WORKS THROUGH ITS PROGRAMS SUCH AS, COMPOSTING AND MULCHING, COMPOSTING BAG PROGRAM AND RECYCLING FOR THE FUTURE, EDUCATION AND ENFORCEMENT, ENCOURAGING US RESIDENTS AND BUSINESS COMMUNITY TO INCREASE [NOISE] PARTICIPATION IN COMPLIANCE WITH OUR CITY'S RECYCLING EFFORTS.

[LAUGHTER] THIS IS THE DELINQUENT TAX REPORT FOR THE PERIOD OF OCTOBER 1ST THROUGH SEPTEMBER 30TH, 2021.

OUR DELINQUENT TAX COLLECTION PROGRAM ON BEHALF OF THE CITY OF MCALLEN CONTINUES TO FOCUS ON TWO BASIC PREMISES.

THE FIRST IS TO COLLECT FROM THE INDIVIDUAL TAXPAYER FIRST AND SECONDLY, USE A TOOL OF LITIGATION IS A FINAL OPTION TO COLLECT.

DURING THIS REPORTING PERIOD DURING YOUR FISCAL YEAR, WE COMPLETED SEVEN DEMAND MAILINGS, MILLING OVER 13,000 STATEMENTS TO DELINQUENT TAXPAYERS WITHIN THE CITY.

WE HAD 114 ONSITE VISITS THAT'S KNOCKING ON TAXPAYERS DOORS, RESPECTING SOCIAL DISTANCING REQUIREMENTS, AND EMPHASIZING THE IMPORTANCE OF MEETING THEIR DELINQUENCY OBLIGATIONS.

WE MADE OVER 5,300 PHONE CALLS RECEIVING AN OUTGOING 94 PAYMENT AGREEMENTS AND WE HAD 564 PAYOFF AGREEMENT THIS YEAR.

REGARDING LITIGATION, WE HAVE FILED 218 LAWSUITS, DISPOSED OF 143 PENDING LITIGATION AS OF OCTOBER 2021, WE HAVE 404 LAWSUITS PENDING INVOLVING THE CITY OF MCALLEN REPRESENTING OVER $1.1 MILLION IN BASE PENALTY AND INTEREST OWED.

WE REGULARLY CONDUCT TAX SALES AND RESELLS.

HOWEVER, IT'S IMPORTANT TO NOTE DURING [NOISE] THIS PERIOD OF PANDEMIC, WE HAVEN'T PLACED A SINGLE HOMESTEAD, OCCUPIED PROPERTY FOR SELL IN THE CITY OF MCALLEN.

WITH THAT, WE'VE HELPED SOLD NINE PROPERTIES REPRESENTING OVER $63,000 TO THE CITY.

WE'VE RESOLD THREE PROPERTIES REPRESENTING OVER $31,000 TO THE CITY.

WE'VE STRUCK OFF THREE PROPERTIES AND ONE PROPERTY WAS PULLED DUE TO A TEMPORARY RESTRAINING ORDER FILE BY THE TAXPAYER.

OF NOTE, WE'VE COLLECTED OVER $34,000 IN MUNICIPAL LIENS AS AN ADDED BENEFIT TO THE CITY.

REGARDING A COLLECTION HIGHLIGHTS FOR THIS FISCAL YEAR, WE'RE HAPPY TO REPORT THE COLLECTIONS ARE UP COMPARED TO THE COVID ONSET LAST YEAR, SO WE'RE HAPPY TO REPORT THERE'S BEEN A SIGNIFICANT REBOUND FROM THAT PERIOD.

IN BASE TAX, WE'VE COLLECTED OVER $1.4 MILLION PENALTY AND INTERESTS OVER $511 OF TOTAL COLLECTIONS OVER $1.9 MILLION, WHICH IS ALSO A PERCENTAGE INCREASE TO 33.62 PERCENT.

LOOKING FORWARD TO THE NEXT FISCAL YEAR, WE'LL CONTINUE OUR BEST TO WORK WITH DELINQUENT TAXPAYERS IN THIS AREA TO GET THEM TO MEET THEIR DELINQUENCY OBLIGATIONS.

WE ARE ACTIVELY INVOLVED IN PURSUING ANY CASES THERE ARE IN BANKRUPTCY AND USING OUR BEST TOOLS TO MAKE CLAIMS IN THOSE INSTANCES, [NOISE] AND SCHEDULING PROPERTY SELLS AND MAILINGS AS NECESSARY.

THAT IS THE FIRST TIME SINCE JANUARY THAT WE HAVE BEEN BELOW A THOUSAND AND WE'RE ON TRACK TO SEE LESS THAN A THOUSAND.

AGAIN, IT LOOKS LIKE FOR THIS WEEK.

TWO WEEKS AGO, OUR COVID-19 POSITIVITY RATE WAS 13.6 PERCENT THAT JUMPED TO 19.8 PERCENT THIS LAST WEEK.

BUT I'LL NOTE THAT EVEN THOUGH THAT POSITIVITY RATE IS CLOSE TO 20 PERCENT IS WITH A SIGNIFICANTLY SMALLER GROUP THAN WE'RE USED TO.

OVER THIS PAST WEEK, WE AVERAGED LESS THAN 20 INDIVIDUALS TESTING POSITIVE FOR COVID-19 PER DAY AND SO FAR THIS WEEK WE'VE HAD TWO DAYS WHERE WE HAD ONLY FIVE POSITIVES DURING THE WEEK.

WORK CONTINUES, IT ENDS UNTO HIS PARK IN COOPERATION WITH HIDALGO COUNTY, OF COURSE, AND HIDALGO COUNTY PRECINCT THREE, OUR CAPACITY REMAINS ABOUT 1,500.

WE'RE CURRENTLY OPERATING AT ABOUT 10 PERCENT CAPACITY.

WE HAVE WRITE ABOUT 150 INDIVIDUALS STAYING THE NIGHT IN TOTAL, CATHOLIC CHARITIES ESTIMATES THAT THEY HAVE SOMEWHERE BETWEEN 200 AND 300 INDIVIDUALS IN QUARANTINE THROUGHOUT THE AREA.

THAT WAY THE POLICE IN THAT APP DIRECTLY COMMUNICATES WITH THE POLICE DEPARTMENT, SO THAT WAY THEY CAN BETTER TRACK THE VICTIM THAT MIGHT BE POTENTIALLY BE IN DANGER.

THAT'S SOMETHING THAT I WOULD LIKE TO EXPLORE AND SEE IF WE CAN LOOK INTO IT.

I DO KNOW THAT THERE'S A COUPLE OF CITIES AROUND THE NATION THAT THEY'RE GOING LIKE THAT.

I BELIEVE THAT COUNTY IS ALSO MOVING TOWARDS THAT.

I THINK THAT MCALLEN BEING THE BIGGEST CITY IN THE COUNTY I THINK THAT'S SOMETHING THAT WE SHOULD EXPLORE.
