WHERE MCALLEN RESIDENTS SHOULD IDENTIFY PLACES IN THEIR HOME

FIRE PREVENTION WEEK HAS A LONG HISTORY THAT WAS BORN FROM TRAGEDY.

THE GREAT CHICAGO FIRE IN 1871 KILLED OVER 250 PEOPLE, DISPLACED A 100,000 PEOPLE AND DESTROYED OVER 1,700 STRUCTURES.

FROM THAT, A LOT OF CODES CHANGED.

A LOT OF IDEAS ON HOW TO PREVENT FIRES HAVE CHANGED AND WE RECOGNIZE IT EVERY YEAR DURING FIRE PREVENTION WEEK, SO THAT WE CAN CONTINUE PUSHING THAT FIRE SAFETY MESSAGE OUT TO THE PUBLIC.

>> CONGRATULATIONS. I KNOW IT'S BEEN TWO MONTHS ON THE JOB AND THIS IS INTERESTING TO HAVE THIS ON THE AGENDA SO EARLY, BUT THIS IS GOING TO COME FROM A PERSONAL PERSPECTIVE.

I'VE BEEN A RESIDENT OF MCALLEN SINCE 2015.

OVER THAT PERIOD, THE APPRAISAL VALUE OF MY HOUSE HAS INCREASED 67 PERCENT AND I CAN HAVE THAT FOR YOU.

DESIRABLE AREA, BUT I THINK SOMETIMES WE NEED TO LOOK AT THESE HOMES NOT AS ASSETS, BUT AS HOMES FIRST AND FOREMOST.

THE PERSON THAT OWNED THIS HOME,

OWNED IT FOR 30 YEARS BEFORE I PURCHASED IT AND THOSE VALUES, OF COURSE, ARE UNREALIZED UNTIL IT GOES ON THE MARKET.

MORE THAN ANYTHING, IF WE DON'T NEED TO TINKER WITH IT, JUST LEAVE IT ALONE UNLESS THERE'S AN IMMEDIATE NEED FOR ERASING IT OR CHANGING THE FORMULAS.

HERE IN MCALLEN, I DON'T THINK WE HAVE THE SAME TAX RATE THIS YEAR AS WE DID BEFORE.

NOW, I THINK SOMETIMES WE HAVE ISSUES BECAUSE OF THE APPRAISAL DISTRICT MAY PICK UP VALUES, BUT THAT IS NOT THE CITY.

WE ALWAYS RECOMMEND MAKE SURE YOU GO TO THE APPRAISAL DISTRICT AND IF IT'S MERITED, THEN THE APPRAISAL VALUE GOES DOWN.

BUT AT THE CITY WE'RE NOT.

WE WANT TO ASSURE THE PUBLIC THAT THE TAX RATE IS THE SAME AS IT WAS THE YEAR BEFORE.

NOW, WE GET A LITTLE BIT OF CONFUSION BECAUSE WE HAD TO PUT IN THERE A TAX INCREASE.

WELL, THE REASON THEY PUT THAT, IS STATUTORILY THE CITY BECAUSE THEY WILL BE COLLECTING MORE TAXES, HAVE TO PUT THAT.

BUT THE REASON WE'RE COLLECTING MORE TAXES IS BECAUSE OF NEW DEVELOPMENTS, NEW CONSTRUCTION, NEW SUBDIVISIONS, NEW ANNEXATION.

THE ONLY ISSUE WITH THAT IS THAT WITH THAT COMES MORE RESPONSIBILITIES.

THE CITY NOW HAS TO PROVIDE FIRE PROTECTION, POLICE PROTECTION, WATER, SEWER TO ALL THESE DIFFERENT AREAS.

NOW, A LOT OF PEOPLE DO NOT KNOW THAT THE POLICE DEPARTMENT TAKES UP EVERY SINGLE DOLLAR OF OUR REAL ESTATE TAXATION.

SO WE HAVE A VERY TIGHT BUDGET AND IT'S IMPORTANT FOR US THAT PEOPLE UNDERSTAND WHAT WE'RE DOING.

I'LL GIVE YOU AN EXAMPLE AS TO WHY, EVEN THOUGH WE ARE GETTING A LITTLE BIT MORE FROM THE TAX BASE, EVERYTHING GOES UP.

IN FUEL WE ARE PAYING, IT'S GOING TO BE, AND WE'RE DOING IT TONIGHT, $365,000 MORE ON FUEL BECAUSE OF INFLATION.

I THINK WE ALL KNOW SINCE WE ANNEX A LITTLE BIT THE DIFFERENT PROPERTIES, WE NEED TO HIRE A FEW POLICE OFFICERS, FIREFIGHTERS.

WE KEEP ON DOING. BUT WHENEVER WE DO WHAT WE DO, I CAN ASSURE YOU TO THE PUBLIC THAT WE LOOK AT EVERYTHING.

OUR BUDGET IS TIED, OUR TAX RATE IS THE SAME, BUT STATUTORILY, WHAT DO WE HAVE TO SAY IS THAT WE'RE INCREASING TAXES, BUT WE'RE NOT INCREASING THE RATE.

>> NOW MAYOR, I THINK IT'S IMPORTANT AS PART OF THE DISCUSSION.

SOMETIMES THE WORDS AS LAWYERS ARE AT FAULT FOR THIS, BUT THE WAY WE WANT THINGS IN THE STATUTE MAKES IT CONFUSING.

BUT THERE'S BEEN SOME TALK IN OUR COMMUNITY AS TO WELL, IF BASED ON OUR GOOD FORTUNE THAT [INAUDIBLE] REVENUES WILL PROBABLY BE HIGHER EVEN AT THE SAME TAX RATE, WELL, WHY CAN'T WE JUST LOWER THE TAX RATE? ONE OF THE THINGS THAT WE HAVE TO CONSIDER IS THAT OUR TAX RATE IS COMPOSED OF TWO PARTS.

MAINTENANCE AND OPERATION, THE OTHER PART, I BELIEVE IS, INS OR DEBT SERVICE INSURANCE.

IS THAT CORRECT, MR. CITY MAYOR?

>> IT IS CORRECT.

>> SO IF WE LOWER THE TAX RATE, WE'RE ACTUALLY EVEN REALLY TIGHTENING OUR SCREWS TO THE BUDGET IN TERMS OF WHAT WE CAN DO FOR THAT GIVEN YEAR.

IF WE'RE TALKING ABOUT THE ADDITION OF THREE ADDITIONAL POLICE OFFICERS AND ADDITIONAL TWO ADDITIONAL FIRE PERSONNEL, AND THE ADDITION OF A PROPOSED FIRE STATION, WE ARE REQUIRED BY STATUTE IF I'M NOT MISTAKEN, TO HAVE A CERTAIN PERCENTAGE DEDICATED TO BOTH.

IF WE LOWER THE TAX RATE THEN WE'RE REALLY PUTTING OURSELVES IN THE BIND WHERE WE KNOW IN THE FUTURE OUR CITIES CONTINUE TO GROW, THIS GROWTH IS GOING TO CONTINUE IN THE VERY FORESEEABLE THREE, NEXT FOUR YEARS AND WE ALREADY HAVE PROJECTS THAT ARE LINED UP THAT NEED TO BE TAKEN CARE OF.

BECAUSE IF WE DON'T MAINTAIN THAT TAX RATE, UNFORTUNATELY, WE HAVE TO GO OUT TO DO EITHER CERTIFICATE OF OBLIGATION OR EVEN A GENERAL REVENUE BOND TO SUPPORT SOME OF THE CITY SERVICES.

WE HAVE THE BLESSED IT AND GOOD FORTUNE THAT MANY OR SOME OF THESE PROJECTS AND CERTAINLY ON SOME OF THE CAPITAL EQUIPMENT, WE HAVE A SINKING FUND, RIGHT? WHERE WE PAY FOR A LOT OF THESE ITEMS WITHOUT GOING INTO DEBT.

IT'S JUST PUTTING THEM ON RESERVE ESSENTIALLY, AND THEN PAYING THEM AS WE GO ALONG AS WE NEED THEM WITHOUT.

THERE'S A LOT OF SMALLER COMMUNITIES THAT DON'T HAVE THE [INAUDIBLE] REVENUES THAT WE DO,

IN ADDITION TO THESE HEALTH SECTOR REVENUE THAT WE CURRENTLY ENJOY TO PAY FOR THAT.

WHETHER IT BE OFFICE EQUIPMENT, I'VE SEEN SOME SMALLER COMMUNITIES ACTUALLY GO WITH A CERTIFICATE OF OBLIGATION TO BUY TYPEWRITERS, COMPUTERS, OTHER TYPES OF EQUIPMENT AND WE'RE IN THAT GOOD FORTUNE THAT WE DON'T HAVE TO DO THAT.

WE HAVE THAT IN OUR FUNDS TO COVER THOSE EXPENSES.

>> COMMISSIONER, I MYSELF AS A RESIDENT TOO, WOULD LOVE TO HAVE OUR TAX RATE DOWN, BUT I ALSO KNOW THAT IF WE WERE TO DO THAT, THEN WE WILL NOT BE ABLE TO PROVIDE THE SAME TOP OF SERVICES THAT WE'RE PROVIDING RIGHT NOW.

ESPECIALLY BECAUSE OF INFLATION AND DIFFERENT THINGS THAT KEEPS ON GOING, WE WOULDN'T BE ABLE TO.

SO THE TAX RATE, LADIES AND GENTLEMEN, IS THE SAME.

THE THREE TYPES OF ASSESSMENTS INCLUDE A SUPPLEMENTAL SERVICES TECHNOLOGY ASSESSMENT, WHICH IS GOING UP TO $80 A MONTH THIS YEAR FROM 75 LAST YEAR, MAINTENANCE ASSESSMENT OF $0.20 PER A $100 VALUATION AND A DEBT SERVICE ASSESSMENT THAT'S BASED ON A FORMULA THAT INCLUDES AREA AND VALUE OF THE LOT.

THE ASSESSMENTS ARE SET BY THE PITTSBURGH BASED ON ACTUAL COSTS TO PROVIDE THE HIGH-SPEED INTERNET AND SECURITY SYSTEM TO MAINTAIN PUBLIC IMPROVEMENTS, AND THE PAYMENT OF INFRASTRUCTURE BONDS.

AS YOU KNOW, THE TRES LAGOS PROJECT IN NORTHERN MCALLEN HAD BEEN VERY SUCCESSFUL.

IT CONTINUES TO GROW.

THIS ILLUSTRATION SHOWS YOU THE UPDATED SITE PLAN, INCLUDING THE ADEN CAMPUS, [NOISE] THE IDEA PUBLIC SCHOOL, THE VARIOUS STAGES OF DEVELOPMENT THAT WILL OCCUR IN THE FUTURE.

CURRENTLY, THE SHADED AREA THAT YOU SEE IN THIS MAP, REPRESENTS THE AREA UNDER ACTIVE DEVELOPMENT.

THIS HAS INCREASED SINCE LAST YEAR, AS WE WERE GOING BEYOND THE ORIGINAL SCOPE OF THE FIRST DAYS AND BEGINNING TO BRANCH OUT OVER BY THE ADEN CAMPUS.

TO PUT IN PERSPECTIVE, WHEN THIS PROJECT STARTED IN 2016, THIS PID WAS CREATED, THERE WERE ONLY A HANDFUL OF A LOT.

AS THE MAYOR STATED IN THE PREVIOUS ITEM, AS DEVELOPMENT OCCURS, PROPERTY VALUES INCREASE.

GIVING AN EXAMPLE, THERE ARE NOW 604 SEPARATE TAXABLE TRACKS ACCORDING TO THE HIDALGO COUNTY, APPRAISED THE DISTRICT, WITH A ASSESSED VALUE FAR IN EXCESS OF A 157 MILLION FACTOR.

AS I'LL SHOW YOU IN A MOMENT, IT GOES UP OVER 200 MILLION MARKET VALUE BEING ADDED TO THE TAX ROLLS, INTO THE [INAUDIBLE] OF THIS PROJECT.

THIS SHOWS YOU A BASIC ILLUSTRATION, SOME OF THE IMPROVEMENTS THAT ARE BEING PUT IN OR HAVE BEEN PUT IN THROUGH THE PID FUNDING, THE PUBLIC IMPROVEMENT DISTRICT FUNDING.

AS MICHELE STATED IN THE INTRODUCTION, THERE ARE THREE PRIMARY ASSESSMENTS.

THE DEBT SERVICE ASSESSMENT, WHICH IS ACTUALLY NOT PAID BY THE PROPERTY OWNER, IT'S PAID BY THE DEVELOPER.

IT HAS TO BE GUARANTEED BY THE DEVELOPER UNTIL SUCH TIME AS THE TAX INCREMENTAL REVENUE.

IT IS 1.2 TIMES THE ACTUAL DEBT SERVICE.

THEN THAT DEBT SERVICE ASSESSMENT WILL GO AWAY AND NO LONGER BE ASSESSED.

IT'S JUST A GUARANTEED PAYMENT OF THE INBOUNDS [NOISE] THAT WERE INITIALLY ISSUED TO PAY FOR THE INFRASTRUCTURE REQUIRED FOR THE ADEN CAMPUS IN THE INITIAL PHASES OF DEVELOPMENT.

THE SECOND ASSESSMENT IS THE MAINTENANCE ASSESSMENT.

IN PREVIOUS YEARS, THERE WAS ONE MAINTENANCE ASSESSMENT, AND THIS ORDINANCE, IT IS DIVIDING THE MAINTENANCE ASSESSMENT TWO SEPARATE TIER, THE COMMERCIAL MAINTENANCE ASSESSMENT AND A RESIDENTIAL BUILDINGS ASSESSMENT.

THAT IS BECAUSE THE RESIDENTIAL PROPERTY WILL NOT PAY FOR ANYTHING RELATED TO A COMMERCIAL MAINTENANCE AND THE COMMERCIAL PROPERTY OWNERS WILL NOT PAY FOR THE PID IMPROVEMENTS THAT ARE BENEFITING ONLY THE RESIDENTIAL HOMEOWNERS, SUCH AS THE COMMUNITY CENTER AND OTHER IMPROVEMENTS THAT THE COMMERCIAL DEVELOPMENT DOES NOT USE.

NOW, THIS YEAR, THEY'LL BOTH BE CHARGED THE SAME ASSESSMENT,

BUT AS YEARS GO FORWARD, THEY WILL VARY BASED ON THE COST OF THOSE RELATED IMPROVEMENTS.

THE LAST ASSESSMENT IS A SUPPLEMENTAL SERVICE ASSESSMENT OR TECHNOLOGY ASSESSMENT.

THIS YEAR, IT IS INCREASING FROM $75 PER MONTH TO $80 PER MONTH.

THIS IS THE FIRST INCREASE THAT'S BEEN RECOMMENDED AND APPROVED BY THE PID BOARD IN OVER FIVE YEARS.

THAT'S BASICALLY JUST TO KEEP UP WITH INFLATION.

HOWEVER, IT'S ALSO INCREASING THE LEVEL OF SERVICE.

THEY'RE GOING FROM 50 MIPS TO 100 MIPS ON INTERNET, AND A HIGHER UPLOAD SPEED AS WELL, AND THERE'S OTHER IMPROVEMENT BEING ADDED TO THE SYSTEM, CORRELATING WITH THIS FIVE DOLLAR MONTHLY INCREASE.

THE DEBT SERVICE ASSESSMENT IS ALLOCATED ACCORDING TO SQUARE FOOTAGE.

THIS SLIDE BASICALLY GIVES YOU THE LEGALESE RELATED TO THAT APPROACH, THAT BASICALLY BREAKS DOWN TO LARGER PLATTER TRACKS PAYING MORE OF THE ASSESSMENTS, SMALLER PLATTER TRACKS PAYING LESS, ALL BASED ON HOW MANY SQUARE FEET ARE ON EACH TRACK.

BUT AGAIN, IT'S NOT ACTUALLY PAID BY THE PROPERTY OWNER, THE DEBT SERVICE IS CURRENTLY BEING PAID BY THE DEVELOPER AND THE TAXING OF THE INVESTMENTS OWNER [NOISE].

THERE'S A FORMULA HERE FOR THAT DEBT SERVICE ASSESSMENT.

AGAIN, IT'S VERY STRAIGHTFORWARD BASED ON SQUARE FOOTAGE.

AS THE PROPERTY DEVELOPS AND LARGER TRACKS ARE BROKEN DOWN, IT IS PRO-RATED DOWN TO THE SMALLER TRACKS ON THE SAME SQUARE FOOTAGE ASSESSMENT BASIS.

THE MAINTENANCE ASSESSMENT, AS I STATED EARLIER UNDER 372.013 OF THE PID ACT, IT'S REQUIRED TO COVER THESE FIVE YEARS OF FORWARD LOOKING MAINTENANCE BUDGET.

IN THIS PARTICULAR INSTANCE, THAT BUDGET HAS BEEN ALLOCATED BY THE PID BOARD, APPROVED BY THE PID BOARD, AND IT'S THE BASIS FOR THE MAINTENANCE ASSESSMENT.

AS I SAID EARLIER, CURRENTLY, THE MAINTENANCE ASSESSMENT FOR BOTH RESIDENTIAL AND COMMERCIAL WILL BE 20 CENTS, THAT WILL BE THE SAME FOR 100.

BUT IN FUTURE YEARS, THE RESIDENTIAL WILL PROBABLY BE THE SAME, BUT THE COMMERCIAL MAY VARY BASED ON THE COST OF THOSE IMPROVEMENTS.

THAT MAKES ASSESSMENT PAYS FOR APPROXIMATELY 85 ACRES OF LAKES, CREEKS, WATER FEATURES, 20 ACRES OF LANDSCAPE, PUBLIC LINEAR PARKWAYS, 130 ACRES OF COMMUNITY PUBLIC PARKS, 10 ACRES OF LANDSCAPED PUBLIC LINEAR PARKWAYS.

THERE'S ANOTHER BUNCH OF OTHER THINGS THAT IT PAYS FOR, INCLUDING THE COMMUNITY CENTER, POOLS AND THINGS THAT MAKE SURE THAT THE RESIDENTS THERE ENJOY.

THE FIVE-YEAR ROLLING BUDGET IN 2022 IS ANTICIPATED TO BE $1,159,235 IN 2022, GOING ALL THE WAY UP TO $1,312,070 IN 2026, WHICH SHOULD BE ABLE TO BE CARRIED ON THE 20 CENT PER 100 VALUATION WITH THE CREDIT LINE, THAT THE DEVELOPMENT MAKES AVAILABLE TO THE PID, AS THE PROJECT CONTINUES TO GROW IN VALUE.

THE MAINTENANCE ASSESSMENTS, I SAID, WILL BE USED.

THERE'LL BE BROKEN INTO TWO PARTS IN THE FUTURE.

THE COMMERCIAL MAINTENANCE ASSESSMENT WILL BE USED TO PAY FOR THINGS LIKE MONUMENT SIGNS, COMMON COMMERCIAL LANDSCAPING, LIGHTING, COMMERCIAL AREA, AND MAINTENANCE THAT ARE STRICTLY A COST THAT SHOULD BE BORNE BY THE COMMERCIAL PROPERTIES BENEFITED FROM THOSE IMPROVEMENTS.

THE RESIDENTIAL MAINTENANCE ASSESSMENT ONLY HAVE TO CONTINUE TO PAY FOR THE COMMUNITY CENTER, POOLS, PARKS, MAILBOX, CLUSTERS, AND OTHER ITEMS RELATED TO RESIDENTIAL USERS BENEFITS.

NOW WHAT THAT WILL INVOLVE WILL BE A LOT OF FOCUS GROUPS, COMMUNITY INVOLVEMENT, WHERE WE WILL BE LISTENING TO WHAT THEY'RE FEELING IS ON WHAT DIRECTION WE NEED TO GO AS A CITY AND OUT OF THAT WILL COME NUMBER 1, WHERE WE ARE FROM A THIRD PARTY STANDPOINT, WHERE OUR STRENGTHS ARE, AND THEN WE WILL ESTABLISH A PLAN THAT WILL CARRY US FORWARD HOPEFULLY FOR ANOTHER 34 YEARS.

LAST WEEK'S 2,900 INCLUDED A TOTAL OF 218 COVID POSITIVE TEST, WHICH WAS A 7.5 PERCENT POSITIVITY RATE, AND THAT'S DOWN FROM THE 8.5 PERCENT THAT WE REPORTED TO YOU TWO WEEKS AGO.

FAR THIS WEEK, THE COVID POSITIVE RATE LOOKS LIKE IT'S GOING TO BE ABOUT THE SAME RIGHT ABOUT 7.5 PERCENT.

WORK CONTINUES THAT ENDS ONTO HIS PARK IN COOPERATION WITH HIDALGO COUNTY AND HIDALGO MECHANIC PRECINCT THREE.
