IN ORDER TO BECOME A TREE CITY USA, WE HAD TO MEET FOUR CORE STANDARDS.

THOSE STANDARDS ARE TO HAVE A TREE BOARD, WHICH WE HAVE A TREE BOARD COMPRISED OF KEEP MCALLEN BEAUTIFUL TREE COMMITTEE BOARD MEMBERS, THREE STAFF MEMBERS FROM THE CITY OF MCALLEN PARKS AND RECREATION AND TO PARKS BOARD MEMBERS.

I'D LIKE TO SPECIALLY THANK THE CHAIRMAN OF THE TREE COMMITTEE BOARD, WHICH IS MIKE MCKLEARER.

WE ALSO HAVE A TREE CARE ORDINANCE THAT IS A STANDARD CORE TO BE ACCEPTED INTO TREE CITY, USA.

THAT TREE CARE ORDINANCE WAS PASSED AT NOVEMBER 23RD, 2020 CITY BOARD MEETING.

WE HAVE TO HAVE A COMMUNITY FORESTRY PROGRAM AND THAT FORESTRY PROGRAM REQUIRES A $2 PER CAPITA ON THE BUDGET FOR SPENDING ON TREES.

THANKS TO THE VARIOUS CITY DEPARTMENTS, WE ACTUALLY EXCEED THAT PER CAPITA.

WE ALSO HAVE TO HAVE AN ARBOR DAY OBSERVANCE AND A PROCLAMATION, WHICH WE DO WHEN WE HAVE OUR ANNUAL ARBOR DAY CELEBRATION.

BUT THERE'S A LOT OF RESEARCH NOW JUST SHOWING HOW IMPORTANT IT IS FOR OUR HEALTH.

JUST SPENDING MORE TIME OUTSIDE WITH TREES, OUTSIDE WITH NATURE, KIDS DO BETTER AT SCHOOL, LOWERS YOUR BLOOD PRESSURE, YOU HAVE LESS STRESS.

SO TREES ARE GOOD.

THERE IS A PROGRAM, BY NATIONAL INITIATIVE, HEALTHY TREES, HEALTHY LIVES.

YOU CAN LOOK AT THAT IN THE INTERNET, GOOGLE THAT.

THE NATIONAL SAFETY COUNCIL HAS DESIGNATED THE MONTH OF JUNE AS NATIONAL SAFETY MONTH.

THIS ANNUAL DESIGNATION FOCUSES ON REDUCING LEADING CAUSES OF INJURIES AND DEATHS AT WORK AND ON THE ROAD.

THE CITY OF MCALLEN WILL JOIN THOUSANDS OF ORGANIZATIONS ACROSS THE NATION TO RAISE AWARENESS AND EMPOWER EVERY EMPLOYEE TO IMPROVE SAFETY IN THE WORKPLACE.

THE CITY OF MCALLEN VALUES THE SAFETY OF ALL CITY EMPLOYEES AND IS COMMITTED TO PROMOTE A POSITIVE SAFETY CULTURE THAT IS EMBRACED BY ALL EMPLOYEES.

A SUCCESSFUL CITY-WIDE SAFETY PROGRAM DEPENDS ON SPOTTING HAZARDS EARLY, EVALUATING THEIR RISK AND REMOVING OR CONTROLLING THEM BEFORE HARM IS DONE.

THE BOYS AND GIRLS CLUB IS IMMEDIATELY ACROSS THE STREET AND JUST TO THE WEST.

YOU HAVE THE MCALLEN SPORTS PARK, YOU HAVE DE LEON MIDDLE SCHOOL, YOU HAVE THE BOYS AND GIRLS CLUB, A CHURCH DOWN THE CORNER.

YOU HAVE A DERMATOLOGIST, AN ORTHODONTIST, AND YOU'D HAVE A OB-GYN ALL IN THIS AREA.

WHAT YOU ARE ASKING OR [NOISE] BECOMING IS A BEER DRIVE-THROUGH.

NOW, THIS OPTION INCLUDES THE UPDATE FOR OUR COMP PLAN AS WELL AS A COLD DIAGNOSTIC THAT CONSISTS OF A GENERAL OVERVIEW OF OUR DEVELOPMENT ORDINANCES TO FINDING CONSISTENCIES AND CONFLICTS.

AS ALWAYS, OUR DELINQUENT TAX COLLECTION PROGRAM ON BEHALF OF THE GREAT CITY OF MCALLEN, FOCUSES ON TWO BASIC PREMISES; THE FIRST IS TO COLLECT FROM THE INDIVIDUAL TAXPAYER FIRST, AND SECONDLY, USE A TOOL OF LITIGATION ONLY AS A FINAL OPTION, WHICH WE HAVE REALLY STUCK TRUE [NOISE] TO THOSE TWO PREMISES, ESPECIALLY DURING COVID.

AS WE'RE TRYING TO CIRCLE PAST THAT DIFFICULT PERIOD, WE STILL HOLD TRUE TO THOSE TWO BASIC PREMISES.

WE'VE HAD TO SHIFT THAT DURING THE PANDEMIC.

RATHER THAN KNOCKING ON THE DOORS, WE'VE LEFT EDUCATIONAL MATERIAL FOR THE TAXPAYER IN ORDER TO OPEN UP A DIALOGUE BETWEEN THEM AND STRESS THE IMPORTANCE OF THEIR DELINQUENCY, AND TRYING TO GET AMOUNTS PAID.

WE LOOK LIKE WE'RE MIGHT BE TRANSITIONING TO FACE-TO-FACE CONTACT IN THE NEAR FUTURE. WE'LL SEE.

LOOKING AT OUR LITIGATION SUMMARY, WE HAVE FILED 59 LAWSUITS DURING THIS PERIOD REPRESENTING OVER $127,000 IN BASE PENALTY AND INTERESTS.

AS WELL, DURING OUR TAX SALES AND RESELL PROCESS, AS A COURTESY TO THE CITY OF MCALLEN, WE ALSO INCLUDE MOWING LANES THAT ARE OWED TO THE CITY.

DURING THIS REPORTING PERIOD, OVER $4,800 IN MOWING LANES HAVE BEEN COLLECTED AS A RESULT OF OUR TAX SELL PROCESS.

LOOKING AT OUR COLLECTION COMPARISON FROM FEBRUARY THROUGH MAY, WE'VE COLLECTED OVER $484,000 IN BASE TAX, OVER $166,000 IN PENALTY AND INTERESTS FOR A TOTAL COLLECTIONS OF OVER $621,000, WHICH IS UP COMPARED TO LAST YEAR DURING THE SAME REPORTING PERIOD.

BUT IT SHOULD BE UP COMPARED TO LAST REPORTING PERIOD BECAUSE LAST YEAR DURING MARCH, APRIL, AND MAY, WE SAW A [NOISE] SIGNIFICANT DECLINE IN COLLECTIONS BECAUSE THAT WAS THE PERIOD IN WHICH THE PANDEMIC HIT.

BUT JUST FOOD FOR THOUGHT, DURING 2019, DURING THAT SAME REPORTING PERIOD, WE COLLECTED OVER $410,000 IN BASE.

JUST PATTING OURSELVES A LITTLE BIT ON THE BACK, WE'RE UP COMPARED TO A NORMAL COLLECTION YEAR, WITHOUT HAVING TO SELL ANY HOMES WITHIN THE CITY OF MCALLEN THAT ARE CODED AS HOMESTEAD.

FOR THE 43RD STREET STORMWATER BYPASS WITH CASTLE CONSTRUCTION, THEY HAVE COMPLETED THE PAVEMENT REPAIR AND THE INSTALLATION OF THE STORM LINE IS COMPLETE.

THE FINAL SECTION, THEY NEED TO GO UNDERNEATH THE IRRIGATION BOXES AND CONNECT TO THE DRAIN DITCH AND THAT'S A BOREHOLE.

THEY HAVE THAT SCHEDULED FOR THIS WEEK AND IF WEATHER ALLOWS US THEY'LL BE ABLE TO COMPLETE THAT THIS WEEK, IF NOT, AS SOON AS THE WEATHER PERMITS FOR THAT BOREHOLE TO BE DONE.

THE NEXT PROJECT IS A DOVE NORTH 10TH STREET TO SECOND STREET DRAINAGE IMPROVEMENT BY RDH SITE AND CONCRETE.

THE CONTRACTOR HAS HAD SOME DELAYS ON THIS PROJECT, BUT THEY HAVE INSTALLED THAT CROSSING AT DOVE AND THEY ARE WORKING FOR PAVEMENT RECONSTRUCTION THIS WEEK AS WELL, WEATHER PERMITTING.

WE'RE COORDINATING WITH THEM TO MAKE SURE THAT THEY MOVE AS QUICKLY AS POSSIBLE TO ADDRESS ALL THE PAVEMENT CONDITIONS THAT THEY NEED TO ADDRESS FOR THIS PROJECT.

THE NEXT PROJECT IS A FOURTH AT SUNFLOWER AVENUE DRAINAGE IMPROVEMENTS.

THE MAJORITY OF THIS WORK RIGHT NOW IS OCCURRING ALONG SECOND STREET.

THE STORMLINE HAS BEEN INSTALLED ALONG SECOND STREET.

THERE ARE TWO WATERLINE CROSSINGS THAT ARE PENDING AND PAVEMENT RECONSTRUCTION IS PENDING FOR THIS SECTION.

IN ADDITION TO THAT, ASSISTING US WITH OVERFLOW TRANSPORTATION OF NEGATIVE INDIVIDUALS TO OFFSITE OVERNIGHT HOUSING.

THAT IS GENERALLY RIGHT NOW AT OUR LADY OF GUADALUPE CHURCH OVER IN THE CITY OF MISSION, WHO HAS BEEN TAKING ANYWHERE FROM 200 TO 300 PEOPLE PER NIGHT, JUST TO ASSIST WITH THE PROCESS.

WE'RE ALSO WORKING WITH TRANSIT AGENCIES.

ONE OF THE THINGS THAT MAKES THIS PROCESS DIFFICULT IS THE ABILITY TO MOVE PEOPLE NORTH OUT OF THE CITY OF MCALLEN AFTER THEY'VE GONE THROUGH THE PROCESS, WE HAVE BEEN WORKING WITH THE PRIVATE BUS LINES.

I KNOW TORNADO TYPICALLY HAS FOUR NORTHBOUND ROUTES PER DAY.

THEY HAVE INCREASED AT THE LAST FEW DAYS TO SIX NORTHBOUND TRIPS.

HERE IN THE NEXT FEW DAYS, WE EXPECT THEM TO MOVE THAT POTENTIALLY TO EIGHT PER DAY, WHICH SHOULD GIVE IT QUITE A BIT OF ADDITIONAL CAPACITY OBVIOUSLY.

ON THE GOOSE HAS TO NORTHBOUND ROUTES AND THREE DIFFERENT DAYS PER WEEK.

THEY'RE DOING THREE ROUTES.

AGAIN, WE'RE LOOKING AT SOME SIGNIFICANTLY INCREASED CAPACITY.

THAT'S GOING TO HELP US QUITE A BIT.

IN TERMS OF DISCUSSIONS WITH THE US BORDER PATROL.

I KNOW AS RECENTLY AS TODAY IN MY CONVERSATIONS WITH THEM, THEY HAVE SEEN A 24 PERCENT INCREASE IN APPREHENSIONS JUST IN THE LAST TWO WEEKS.

THEY DO NOT SEE THE NUMBER DROPPING, THEY DON'T SEE IT STAYING THE SAME.

THEY EXPECT THE NUMBER TO CONTINUE TO INCREASE.

SOME OF THE THINGS THAT WE'RE LOOKING AT VERY CLOSELY.

SPECIFICALLY TITLE 42, WHICH IS THE FEDERAL REGULATION THAT ALLOWS FOR SOME PEOPLE TO BE TURNED BACK AROUND AT THE BORDER.

THERE'S SPECULATION THAT THAT IS GOING TO END AT SOME POINT IN THE NEAR FUTURE.

THEY EXPECT THAT WHEN THAT HAPPENS, WE CAN PROBABLY SEE THE NUMBER OF PEOPLE DROPPED OFF IN THE MCALLEN AREA INCREASE BY AT LEAST 250 PEOPLE PER DAY.

UNDERSTANDING THAT THE MAJORITY OF PEOPLE THAT ARE BROUGHT TO US AT THE RESPITE CENTER RIGHT NOW OR FAMILY UNITS.

THERE IS A POSSIBILITY DEPENDING ON WHAT HAPPENS WITH TITLE 42, THAT WE'LL SEE SOME INDIVIDUALS BROUGHT IN, NOT FAMILY UNITS.

THAT'S NOT OUR PREFERENCE, I KNOW WE REALLY PREFER TO KEEP FAMILY UNITS TOGETHER IN THAT FACILITY, BUT THAT'S ONE OF THE THINGS THAT WE'RE COORDINATING WITH THE US BORDER PATROL.

I KNOW THE MAYOR AND I ARE WORKING ON A MEETING WITH BORDER PATROL FOR LATER THIS WEEK.

WE'LL BE MEETING WITH THEM AND CITY MANAGER RODRIGUEZ SO THAT WE CAN DISCUSS SOME OF THE ISSUES THAT WE'RE GOING THROUGH HERE AS WELL.

BUT WE CONTINUE A GOOD PARTNERSHIP WITH THE US BORDER PATROL AND OBVIOUSLY WITH CATHOLIC CHARITIES AND THE FANTASTIC WORK THAT THEY'RE DOING TO ASSIST THE CITY THROUGHOUT THIS PROCESS.
