TODAY'S PROCLAMATION, THE STATE OF TEXAS, COUNTY OF HIDALGO, CITY OF MCALLEN, WHEREAS OUR CITY IS COMMITTED TO RECOGNIZING THAT THE GROWTH AND STRENGTH DEPENDS ON THE SAFETY AND ECONOMIC VALUE OF THE HOMES, BUILDINGS AND INFRASTRUCTURE THAT SERVE OUR CITIZENS, BOTH IN EVERYDAY LIFE AND IN A TIME OF DISASTER.

AND WHEREAS OUR CONFIDENCE IN THE STRENGTH OF THESE BUILDINGS THAT MAKE UP OUR COMMUNITY IS ACHIEVED THROUGH THE DEVOTION OF GUARDIAN BUILDING, SAFETY AND FIRE PREVENTION OFFICERS, ARCHITECTS, ENGINEERS, BUILDERS, TRADESPEOPLE, DESIGN PROFESSIONALS, LABORERS, PLUMBERS AND OTHERS IN THE CONSTRUCTION INDUSTRY WHO WORK YEAR ROUND TO ENSURE THE SAFE CONSTRUCTION OF BUILDINGS.

AND WHEREAS THESE GUARDIANS ARE DEDICATED MEMBERS OF THE INTERNATIONAL CODE COUNCIL.

A NONPROFIT THAT BRINGS TOGETHER LOCAL AND STATE FEDERAL GOVERNMENTS THAT ARE EXPERTS IN THE BUILD ENVIRONMENT TO CREATE AND IMPLEMENT THE HIGHEST QUALITY OF CODES TO PROTECT US IN THE BUILDING WHERE WE LIVE, LEARN, WORK AND PLAY.

AND WHEREAS BUILDING SAFETY MONTH IS SPONSORED BY THE INTERNATIONAL CODE COUNCIL TO REMIND THE PUBLIC ABOUT THE CRITICAL ROLE OUR COMMUNITIES, LARGELY UNKNOWN PROTECTORS OF PUBLIC SAFETY.

OUR LOCAL CODE ENFORCEMENT OFFICERS THAT ENSURE THE SAFETY, SUSTAINABLE, ENERGY EFFICIENT AND LIVABLE BUILDINGS THAT ARE ESSENTIAL TO AMERICA'S PROSPERITY.

AND WHEREAS PREVENT, PREPARE, PROTECT BUILDING CODE SAFE.

THE THEME FOR BUILDING SAFETY MONTH 2021 ENCOURAGES ALL AMERICANS TO RAISE AWARENESS ABOUT THE IMPORTANCE OF SAFE AND STRONG CONSTRUCTION FOR FIRE PREVENTION, DISASTER MITIGATION, ENERGY CONSERVATION, WATER SAFETY, TRAINING THE NEXT GENERATION AND THE NEW TECHNOLOGIES IN THE CONSTRUCTION INDUSTRY.

NOW, THEREFORE, I, TANIA RAMIREZ, CITY COMMISSIONER OF THE CITY OF MCALLEN, TEXAS, BY THE VIRTUE OF THE AUTHORITY VESTED IN ME ON BEHALF OF THE MAYOR AND THE CITY COMMISSION DO HEREBY PROCLAIM THE MONTH OF MAY 2021 AS BUILDING SAFETY MONTH.

CONGRATULATIONS.

THANK YOU, COMMISSIONER RAMIREZ AND MAYOR DARLING AND THE CITY COMMISSIONERS SUPPORTING BUILDING SAFETY MONTH, WHICH IS AN INTERNATIONAL CAMPAIGN THAT TAKES PLACE IN MAY TO RAISE AWARENESS ABOUT BUILDING SAFETY.

THIS CAMPAIGN REINFORCES THE NEED FOR THE ADOPTION OF MODERN, REGULARLY UPDATED BUILDING CODES AND HELPS INDIVIDUALS, FAMILIES AND BUSINESSES UNDERSTAND WHAT IT TAKES TO CREATE SAFE AND SUSTAINABLE STRUCTURES.

ALL COMMUNITIES NEED BUILDING CODES TO PROTECT THEIR CITIZENS FROM DISASTERS LIKE FIRES, WEATHER RELATED EVENTS AND STRUCTURAL COLLAPSE.

BUILDING CODES ARE SOCIETIES BEST WAY OF PROTECTING HOMES, OFFICES, SCHOOLS, MANUFACTURING FACILITIES, STORES AND ENTERTAINMENT VENUES.

CODE OFFICIALS WORK DAY IN AND DAY OUT TO KEEP THE PUBLIC SAFE.

WE ARE HERE TODAY TO EXPRESS OUR APPRECIATION TO JIM DARLING AND HONOR HIM FOR HIS DISTINGUISHED SERVICE TO THE CITY OF MCALLEN AND DEDICATION TO THE RESIDENTS FOR 43 YEARS.

WHEREAS JIM DARLING BEGAN HIS CAREER SEPTEMBER 28TH, 1978 AS MCALLEN CITY ATTORNEY, WHERE HE HEADED THE LEGAL DEPARTMENT FOR TWENTY NINE YEARS.

HE WAS ELECTED CITY COMMISSIONER DISTRICT SIX ON MAY 29, 2007, AND ELECTED AS MAYOR SIX YEARS LATER ON MAY 28, 2013.

WHEREAS MAYOR JIM DARLING HAS BEEN INVOLVED IN NUMEROUS COMMITTEES, INCLUDING THE ORDINANCE REVIEW COMMITTEE, AUDIT AND INVESTMENT COMMITTEE, MCALLEN DEVELOPMENT CORPORATION, MDC, MCALLEN PUBLIC UTILITIES BOARD, MCALLEN, HIDALGO INTERNATIONAL BRIDGE BOARD AMIGOS [INAUDIBLE] BORDER TRADE ALLIANCE AND SERVED AS PRESIDENT OF THE TEXAS MUNICIPAL LEAGUE REGION 12.

WHEREAS MAYOR JIM DARLING IS THE FIRST MAYOR IN THE LOWER RIO GRANDE VALLEY OF TEXAS TO PLEDGE TO ACHIEVE LEADERSHIP CIRCLE STATUS.

AND HE ENCOURAGES OTHER CITY OFFICIALS ACROSS OUR GREAT REGION TO TAKE A STAND SO THAT THE MONARCH BUTTERFLY WILL ONCE AGAIN FLOURISH ACROSS THE CONTINENT.

WHEREAS MAYOR JIM DARLING HAS ATTENDED A TOTAL OF TWO THOUSAND SIXTY FIVE MEETINGS WITH OVER EIGHT THOUSAND TWO HUNDRED AND SIXTY HOURS, AMOUNTING TO AN AMAZING THREE HUNDRED AND FORTY FOUR DAYS OF TIME AWAY FROM HIS FAMILY.

WHERE HIS LENGTH OF SERVICE TO THE CITY OF MCALLEN INCLUDES MANY WORTHWHILE AND LASTING ACCOMPLISHMENTS, INCLUDING THE CREATION OF UTRGV SCHOOL MPO MERGER, IMPROVEMENTS TO THE TRAFFIC INFRASTRUCTURE BICENTENNIAL 29TH STREET RAILROAD, DOVE AVENUE, CONSTRUCTION OF THE PERFORMING ARTS CENTER AND BIKE TRAILS.

ENCOURAGED DEVELOPMENT REDIRECTION OF ECONOMIC DEVELOPMENT, RECRUIT AND SUPPORT.

ESTABLISHMENT OF THREE ONE ONE PROGRAM RESPITE CENTER AND ADDING HUMANITARIAN CARE.

WHEREAS MAYOR JIM DARLING'S CONTRIBUTION AS AN INTELLIGENT, THOUGHTFUL AND HARDWORKING PERSON ARE GREATLY APPRECIATED AND WILL BE SORELY MISSED.

WHEREAS THE CITY OF MCALLEN IS GRATEFUL FOR HIS DECADES OF DEDICATION TO THE CITY AND EXTENDS ITS BEST WISHES AS HE APPROACHES HIS WELL-EARNED RETIREMENT.

THE MCALLEN CITY COMMISSION WISHES TO RECOGNIZE MAYOR JIM DARLING FOR ALL THAT HE HAS DONE DURING THESE YEARS OF SERVICE OF PUBLIC SERVICE.

NOW, THEREFORE, I, VERONICA WHITACRE, MAYOR PRO TEM OF THE CITY OF MCALLEN, TEXAS, BY VIRTUE OF THE AUTHORITY VESTED IN ME AND ON BEHALF OF THE CITY COMMISSION, DO HEREBY PROCLAIM APRIL 26TH, 2021 AS JIM DARLING DAY.

WELL, IT TOOK ME IT TOOK ME A LONG TIME TO WRITE THIS, SO I'M GLAD THAT SOMEBODY READ IT AND I DIDN'T KNOW WHO KEPT TRACK OF THE HOURS? SOMETIMES.

SOMETIMES WHEN I WAS SOMETIMES WHEN I'VE BEEN LISTENING TO SOME O Y'ALL.

I FELT LIKE IT WAS THAT LONG.

BUT NAW, YOU KNOW, IT'S REALLY BEEN A JOY TO WORK WITH THE CITY.

WE HAVE A GREAT TEAM.

WE'VE ALWAYS HAD A GREAT TEAM OF CITY COMMISSIONERS AND MAYORS THAT I'VE SERVED WITH.

AND LEADERSHIP IN THE CITY IS FANTASTIC.

AND SO AS A STAFF, I MEAN, IT REALLY MAKES IT EASY TO BE AN ELECTED OFFICIAL WHEN YOU CAN JUST DO YOUR JOB.

YOU DON'T HAVE TO WORRY ABOUT THE POLITICS INVOLVED AS MUCH AS OTHER CITIES AROUND US AND THOSE KIND OF THINGS.

I KNOW I SAID BECAUSE WE DIDN'T RUN AS PARTIES WITH TICKETS.

WE ALWAYS RUN AS INDEPENDENT AND WE'VE ALWAYS KEPT OUR INDEPENDENT ATTITUDE FOR THE BEST OF OUR CITIZENS.

DOESN'T MEAN WE ALWAYS AGREED, BUT WE NEVER DID IT DISRESPECTFULLY.

AND SO THAT'S BEEN LIKE THAT FOR 43 YEARS, AS FAR AS I KNOW.

SO THAT'S WHAT MAKES THIS CITY A GREAT CITY, THE CITIZENS.

AND I'M PROUD TO BE THE MAYOR HERE.

I NEVER THOUGHT I'D BE A MAYOR OF THE CITY.

IN FACT, WHEN I RETIRED FROM CITY ATTORNEY, WENT TO THE HOSPITAL TO WORK, I KIND OF GAVE THAT UP.

AND MAYOR CORTEZ CALLED ME AND SAID, YOU GOT TO RUN FOR CITY COUNCIL.

AND I SAID, YOU KNOW, I'VE BEEN AROUND POLITICIANS ALL MY LIFE.

I DON'T WANT TO BE ONE.

AND SO I RELUCTANTLY DID IT AND I WON IN A LANDSLIDE, BY 100 VOTES.

AND THE SECOND TIME I WON IN A SECOND LANDSLIDE BY 43 VOTES.

SO THAT SAYS A LOT ABOUT INCUMBENCY.

BUT AT ANY RATE, ANY RATE, IT'S BEEN A LABOR OF LOVE.

THE AGENDA ITEM ALSO CONTAINS THE RECOMMENDATIONS FOR THE COMMUNITY DEVELOPMENT ADVISORY COUNCIL FOR THE USE OF.

COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIP PROGRAM AND EMERGENCY SOLUTION GRANT FUNDS.

UNDER HUD REGULATIONS, CONSTRUCTION, PUBLIC SERVICES AND ADMINISTRATION ARE ELIGIBLE ACTIVITIES THIS YEAR.

THE COMMITTEE WAS PRESENTED WITH 38 APPLICATIONS FOR CDBG HOME AND ESG FUNDING, TOTALING MORE THAN THREE POINT TWO MILLION.

OF THESE APPLICATIONS.

WE RECEIVED TWO POINT ONE MILLION IN REQUESTS FOR CONSTRUCTION AND HOUSING PROJECTS WITH A MILLION, ONE HUNDRED AND THIRTY FOUR THOUSAND TO AWARD.

IN ADDITION, WE RECEIVED THREE HUNDRED AND EIGHTY ONE THOUSAND TWO HUNDRED FORTY SIX IN REQUESTS FOR SOCIAL SERVICE PROJECTS WITH ONLY TWO HUNDRED AND SIXTY THOUSAND AVAILABLE.

THE HOME APPLICATIONS TOTALED 601 THOUSAND SIXTY EIGHT DOLLARS, WITH FIVE HUNDRED AND TWENTY NINE THOUSAND TO AWARD THE ESG REQUESTS TOTAL TO THE FULL AMOUNT OF THE GRANT AWARD OF ONE HUNDRED AND FORTY FIVE THOUSAND SEVEN HUNDRED THIRTY SEVEN.

IN AN EFFORT TO PROVIDE YOU WITH THE BEST RECOMMENDATION, WE HELD SEVERAL PUBLIC HEARINGS, INTERVIEWED AGENCIES AND DEPARTMENT STAFF.

WE ALSO TOOK INTO CONSIDERATION RECAPTURED FUNDS, REPORTS SUBMITTED THE NUMBER OF CLIENTS WHO BENEFIT AND THE TYPE OF ACTIVITY.

WE AS A CDBG BOARD WOULD LIKE TO THANK YOU, MR. MAYOR AND THE COMMISSIONERS, FOR YOUR CONFIDENCE IN ALLOWING US TO BE PART OF THE CDBG CITIZENS PARTICIPATION PROCESS AND GRANTING US THE OPPORTUNITY TO MAKE THIS RECOMMENDATION.

WE ALSO HAVE THE DOVE AVENUE NORTH 2ND TO 10TH STREET DRAINAGE IMPROVEMENT PROJECT.

THE CONTRACTOR HAS PAVED THE SECTION EAST OF SECOND STREET.

HOWEVER, IT IS A PRETTY ROUGH RIDE, SO WE'RE WORKING WITH THEM TO GO BACK AND REPAIR THAT PAVEMENT THAT THEY HAVE PUT DOWN.

THEY'RE ALSO WORKING TO PAVE THE SECTION WEST OF SECOND STREET FOR THE PORTION OF STORM LINE THAT HAS BEEN INSTALLED AND FINALIZED THAT UP AND PREPARE FOR THE FINAL DRAINAGE PROJECT OR DRAINAGE IMPROVEMENT FOR THIS AREA NEAR TENTH STREET.

AND SO WE'RE LOOKING AT SOME CLOSURES, SAY, BY THE END OF THIS WEEK, BEGINNING OF NEXT WEEK, WE'LL BE ADVERTISING THOSE CLOSURES THERE AT THE TENTH STREET INTERSECTION.

WE BUILT NEW BATHROOMS. WE REVITALIZED THE CANTEEN AND DID A LOT OF THE DIFFERENT AREAS WHERE OUR TRAIL NOW IS BASICALLY REALIGNED WITH SOME OF THE PICNIC SHELTESR.

SO THIS IS A VERY POPULAR FACILITY THAT'S RENTED FOR BIRTHDAY PARTIES, GRADUATION PARTIES.

AND WE HAVE A PIñATA POLE A LOT OF DIFFERENT IMPROVEMENTS IN THIS PARTICULAR AREA.

SO THIS NEXT PROJECT IS ANOTHER PARK LAND FUND.

THIS IS CASCADE PARK, A NEW BATHROOM, IMPROVEMENTS TO THE SIDEWALK, WHICH HAS THE ADA CONNECTION FROM THE PARKING LOT TO THE BATHROOM AND THE PAVILION AREA AS WELL.

IF YOU PASSED BY MAIN STREET HOPEFULLY YOU NOTICED THE CHANGES WE DID AT OUR HERITAGE MUSEUM.

THE LANDSCAPE WAS LOOKING A LITTLE TIRED.

AND OBVIOUSLY AFTER THE FREEZE, IT NEEDED SOME DEFINITE IMPROVEMENTS.

OUR STAFF WENT IN, WAS ABLE TO MAKE SOME CHANGES.

WE GET ALL NATIVE PLANTS.

ONE OF THE THINGS WE NOTICED WITH THIS PAST FREEZE, AND WE'VE KNOWN IT ALL ALONG, BUT NATIVE PLANTS CAME RIGHT BACK UP.

ANYBODY WHO HAD TROPICAL PLANTS OR ANYTHING ELSE THAT THEY BOUGHT IN FLORIDA, ANYWHERE OTHER THAN SOUTH TEXAS DIDN'T MAKE IT.

SO THOSE PLANTS ARE HAVING TO BE REPLACED.

SO THIS AREA, ONCE IT GROWS IN FULLY, IT'LL LOOK REALLY NICE.

OBVIOUSLY, IN PREPARATION FOR OUR INDEPENDENCE DAY CELEBRATION, WE HOPE VERY SOON.

AND A LOT OF PEOPLE TEND TO GATHER IN THAT AREA, MAKES FOR SOME BEAUTIFUL PICTURES.

THIS IS AN AERIAL VIEW FROM A FURTHER DISTANCE.

THIS IS JUST AN EXAMPLE OF ONE AND IT'S GOING VERY SUCCESSFUL.
