1. CONSENT AGENDA: [All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. A) Approval of Minutes for Workshops held May 24th and July 12th and Regular Meeting held August 9, 2010.

B) Approval of License Agreement for the construction of a porte cochere at proposed La Quinta Inn at the McAllen Convention Center.

C) Award of Contract - Purchase of Two (2) Vehicles for McAllen Police Department.

D) Approval of an Interlocal Agreement with City of Brownsville to participate in the Fiscal Year 2010-2011 South Texas Auto Theft Enforcement Task Force.

E) Approval to accept FTA Grant for Transit Capital, Training and Preventive Maintenance Projects for the Bus Terminal and for McAllen Express Transit approved for Fiscal Year 2010-2011.

F) Approval of Tax Refunds over $500.00 to:

G) Approval of a Professional Services Contract with Rodd and Associates for the City Branding Campaign Phase 2 and adoption of a budget amendment ordinance.

H) Ordinance providing for a budget amendment for the Airport Capital Spending Plan.

I) Resolution authorizing the Mayor and City Manager as the two authorized signatories for contractual documents for the Hurricane Dolly Disaster Recovery Assistance Program.

J) Resolution urging support of statewide Parks and Recreation issues to the Texas Parks and Wildlife Commission.

3. ORDINANCE:

Calling for a Special Election on November 2, 2010 for two issues associated with a proposed Sports Complex and Tennis Center and authorizing the sale of West Side Park. Ordenanza convocando una elección el día 2 de noviembre, 2010 para considerar dos (2) artículos relacionados al propuesto de un complexo deportivo e y un centro de tenis y autorizar la venta de el parque West Side.

2. BIDS/CONTRACTS:

A) Authorization to open single bid for Heart of the City, Phase 1A Project.

B) Approval of RFP for Youth Sports Leagues to utilize the City of McAllen facilities.

C) Award of Contract - Purchase of Storage Area Network (SAN) for City Departments.

D) Award of Contract - Purchase of Stage Equipment for Convention Center.

E) Approval of amendments to City Health Plan.

F) Approval of Dental Benefits Service Agreement with Ameritas.

G) Award of Contract - Firemen’s Park.

H) Consider Renewal of Health Plan ASO Service for 2010-2011 with BlueCross Blue Shield.

I) Consider authorization for the relocation of the proposed Spray Ground from the new Main Library site to Palm View Park.

4. MANAGER’S REPORT:

A) Discussion of 2010 City of McAllen Proposed Tax Rate; Effective and Rollback Tax Rate; Take Record Vote; and Schedule Public Hearings.

B) Authorization to remove 2nd Quarter FY 2009-10, Uncollectible Sanitation Accounts from the General Ledger.

C) Future Agenda Items.

2) Rezone from R-2 (duplex-fourplex residential) District to C-3 (general business) District: the west 2/3 of Lots 7, 8 and 9, Block 20, Ewing's Addition Subdivision, Hidalgo County, Texas; 900 North Bicentennial Boulevard. TABLED 7/26/10

C) CONDITIONAL USE PERMIT:

Request of 2 Trigos, L.L.C., appealing the decision of the Planning & Zoning Commission of the July 20, 2010 meeting, denying the for a Conditional Use Permit, for one year, for a bar at Lot 1, Sue?s Place Subdivision, Hidalgo County, Texas; 6500 North 10th Street, Suites I & J.

D) Public Hearing to consider an ordinance providing for an amendment to Foresight McAllen Comprehensive Plan: Figure 4.2 Thoroughfare Plan; Changing the alignment of Ware Road to Wallace Road from 13 Mile Line to 15 Mile Line; C hanging Ware Road from 13 Mile Line to FM 490 to a Principal Arterial; and changing Wallace Road from 15 Mile Line to FM 490 as a High Speed Arterial.
