1. PUBLIC HEARING:

A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. However, if there is opposition at the meeting or a discussion is desired, that item(s) will be removed from the Routine Items section of the agenda and will be considered separately.)

1. Rezone from C-3 (general business) District to R-3T (multifamily residential townhouse) District: 2.17 acre tract of land out of Lot 97, La Lomita Irrigation and Construction Company Subdivision, Hidalgo County, Texas; 4901 North 23rd Street (Rear). 

2. Request of Javier Hinojosa Engineering on behalf of McAllen I.S.D. for a Conditional Use Permit, for life of use, for an institutional use (School District Agricultural Facility) at a 9.00 acre tract of land out of Lot 58, La Lomita Irrigation and Construction Company’s Subdivision, Hidalgo County, Texas, 2901 Auburn Avenue. 

B) Amending the Zoning Ordinance of the City of McAllen.

C) Public Hearing on the City of McAllen's Proposed Budget for FY 2019-2020.

D) First Public Hearing on 2019 Proposed Tax Rate.

E) Conduct a Public Hearing to receive comments on and consider the proposed 2019-2020 Service and Assessment Plan and Assessment Roll for Tres Lagos Public Improvement District.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. There will be no separate discussion of these items; however, if discussion is desired, that item(s) will be removed from the Consent Agenda and will be considered separately.)

A) Approval of Minutes of Regular Meeting held  August 12th and August 26th and Workshop held August 26, 2019.

B) Consideration and Approval of the Design Development for the Parks Administration and Metro Transfer Station Project with authorization to proceed to the Construction Documents phase.

C) Consideration and Approval of Change Order No. 4 Final Reconciliation of Quantities for Fire Station #2 Construction Project.

D) Consideration and Approval of Change Order No. 1 and Final Reconciliation of Quantities for Intersection Improvements at 3 Mile and Taylor Road.

E) Consideration and Approval of Contractual Agreement - Collector Roadway's Paving, Drainage, & Sidewalk along Northern perimeter of Krane Subdivision.

F) Consideration and Approval of the Microsoft Enterprise Agreement Renewal and continue Email and Software services.

G) Consideration and Authorization to enter into an Interlocal Agreement with the City of Hidalgo for a Hogg Foundation Grant opportunity to address Census' Hard To Reach Populations.

H) Ordinance providing for the abandonment of the west 4 ft. of the 10 ft. utility easement located on the east side of Lot 10, except 15 ft. north and 10 ft. south out of Frontera Estates Subdivision, 1912 Jefferson Avenue.

I) Ordinance providing for the abandonment of a 10-foot utility easement out of Harry’s Hill Subdivision, 1903 Dove Avenue. 

J) Ordinance providing for the adoption of "Updated Service Credits" in the Texas Municipal Retirement System.

K) Discussion and Action on Approval of Reinvestment Zone Number One, City of McAllen, Texas (Tres Lagos) Board Member Reappointments and Ratification of Actions.

3. BIDS/CONTRACTS:

A) Consideration of Award of Contract for Public Works Automotive Expansion and Elevator.

B) Award of Contract for Veterans War Memorial of Texas - Phase III.

C) Award of Contract for the Trenton and Bicentennial Intersection Improvement.

D) Consideration and Approval to remove 2nd Quarter of Fiscal Year 2018-19 Uncollectible Sanitation and Drainage Accounts from General Ledger and begin Write-Off procedures.

E) Consideration and Possible Approval of a Franchise Agreement with Magic Valley Electric Cooperative (MVEC).

4. ORDINANCES:

A) Consideration and adoption of an ordinance amending the substandard building abatement process.

B) Consideration and Approval of an ordinance transferring certain portions of McAllen Public Utility fund balances from Depreciation Fund(s) to other Fund(s).

C) Consider and take action to adopt an Ordinance approving the Tres Lago Public Improvement District 2019-2020 Service and Assessment Plan and 2019 Assessment Roll; establishing classifications for the apportionment of costs and methods of assessing for benefits for improvements, maintenance, and special supplemental services to property within the District; levying debt service assessments for the cost of improvements to be provided in the District, maintenance assessments for the costs of maintenance and operation of the District, and supplemental service assessments for the costs of provision of supplemental services within the District; fixing charges and liens against the Property in the District and against the owners thereof; providing for the collection of the assessments; and providing an effective date.

5. RESOLUTION:

A) Resolution nominating a representative for the Hidalgo County Appraisal District Board of Directors 2019-2020.

6. VARIANCE:

A) Consideration of a variance request to the 800 ft. block length requirement at Eduardo’s No. 18 Subdivision, Hidalgo County, Texas; 10101 Trosper Road.

7. MANAGER’S REPORT:

A) Receive an annual update on the status of Reinvestment Zone Number One, City of McAllen, Texas (Tres Lagos) as required by Sections 311.0101(c) and 311.016 of the Texas Tax Code and the Interlocal Agreement.

B) Consider and take action to appoint replacement members to McAllen Tax Increment Reinvestment Zone #2A.

C) Future Agenda Items.

A) Consideration and Adoption of an ordinance amending Off-premise Sign Restrictions along US 83.
