1. PUBLIC HEARING:

A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. However, if there is opposition at the meeting or a discussion is desired, that item(s) will be removed from the Routine Items section of the agenda and will be considered separately.)

1. Rezone from R-1 (single family residential) District to C-1 (office building) District: Lots 3 and 4, Block 4, Blocks 3 & 4 South Main Street Subdivision, Hidalgo County, Texas; 1711 Savannah Avenue. 

2. Rezone from R-1 (single family residential) District to C-1 (office building) District: 0.998 acres out of Lot 3, Block 5, A.J. McColl Subdivision, Hidalgo County, Texas; 2205 North Jackson Road.  

B) REZONING:

1. Rezone from R-1 (single family residential) District to R-3T (multifamily residential townhouse) District: Block 5, North Main Place Townhouses Subdivision, Hidalgo County, Texas; 4321 North 12th Street.

C) Amending the Zoning Ordinance of the City of McAllen.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. A) Approval of Minutes of Workshop and Regular Meeting held February 25, 2019.

B) Award of Purchase Contract for Two (2) 85kW Generators for Public Works.

C) Award of Contract for the Purchase of One (1) New Current Model Tractor Mower.

D) Consideration and Approval of Change Order No.1 and Final Reconciliation for the Terminal Entry/Exit Door Renovations at McAllen International Airport.

E) Resolution authorizing the submission of a grant application to the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency under the Fiscal Year 2018 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program.

F) Variance request to not require the subdivision process at a 0.66 acre tract of land being the West 114.8 feet of the East 1179.0 feet of the North 10.00 acres of the South 20.00 acres of the combined lot 11, Block 4 and Block 2, M and M Subdivision, Hidalgo County, Texas; 3109 Valcosta Sr.

G) Consideration and Approval of Quit Claim Deed for Lots 1 and 2 of Alaniz Subdivision.

H) Approval of Tax Refunds Over $500.00.

3. BIDS/CONTRACTS:

A) Award of Contract for the Purchase of Loose Equipment for Engines 2, 3, & 5 for Fire Department.

B) Consideration and Approval of the Parks Administration & Metro Transfer Station Master Plan and Authorization to Proceed with Schematic Design Phase.

C) Consideration and Selection of Top Ranked firms for Construction Material Testing and Geotechnical Services and Authorization to negotiate scope and fee with said firms.

D) Consideration and Approval of Amendment No. 2 to the Airline Operating Agreement and Terminal Building Lease with Transportes Aeromar, S.A. de C.V.

4. VARIANCE:

A) Consideration of variance request to waive escrows for paving, drainage, and sidewalks for Mile 5 North through the limits of Silverado Trail On Auburn Hill Subdivision.

5. MANAGER'S REPORT:

A) Presentation of Year-to-Date Tax Collection Report.

B) Presentation of Year-to-Date Delinquent Tax Collections by Linebarger, Goggan, Blair & Sampson LLC.
