1. PUBLIC HEARING:

A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. However, if there is opposition at the meeting or a discussion is desired, that item(s) will be removed from the Routine Items section of the agenda and will be considered separately.)

1. Rezone from R-3A (multifamily residential apartments) District to R-3C (multifamily residential condominium) District: the South 105.6 ft. of Lot 5, Colgate Crossing Subdivision, Hidalgo County, Texas; 8101 North 23rd Street.

2. Request of Ivan Garcia, for a Conditional Use Permit, for life of the use, for an associated recreation (common area) at proposed Lot 6, Silverado Trail on Auburn Hills Subdivision, Hidalgo County, Texas; 8004 North 55th Street.  

B) CONDITIONAL USE PERMIT:

1. Request of Eliazar Fernandez, on behalf of Catholic Charities Humanitarian Respite Center, for a Conditional Use Permit, for life of the use, for an institutional use (church) at Lot 2, Block 1, Coodington Subdivision, Hidalgo County, Texas; 209 Hackberry Avenue.

C) Amending the Zoning Ordinance of the City of McAllen.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. There will be no separate discussion of these items; however, if discussion is desired, that item(s) will be removed from the Consent Agenda and will be considered separately.)

A) Approval of Minutes of Special Joint Meeting held January 18th and for Workshop and Regular Meeting held January 28, 2019.

B) Clarification of school name change for polling site for District 3. 

C) Consideration and Approval of proposed contract terms for Agencies receiving benefits through the City's Employee Benefits program. 

D) Ordinance amending the garage sale ordinance to expressly include estate sales and to allow non-profits to hold up to three on-site sales a year without a permit. 

3. BIDS/CONTRACTS:

A) Award of Contract for Annual Surveying Services.

B) Award of Contract for the Purchase of a New Current Model Cab & Chassis with Various Refuse Bodies.

C) Award of Contract for the Purchase of Four (4) New 2019 Vehicles.

4. RESOLUTION:

A) Consider and Possible action to adopt Resolution of support and provide letter for consideration of reduced fees no less than $500 for South Texas Collaborative for Housing Development, Inc.'s Tax Credit Application for Palmera Heights Apartments proposed at 4001 S. 23rd Street.

5. MANAGER’S REPORT:

A) Advisory Board Appointments.

6. MAYOR'S REPORT:

A) Report on RGV Day at the Capitol.

7. EXECUTIVE SESSION, CHAPTER 551, TEXAS GOVERNMENT CODE, SECTION 551.071 (CONSULTATION WITH ATTORNEY), SECTION 551.072 (DELIBERATION REGARDING REAL PROPERTY), SECTION 551.074 (PERSONNEL MATTERS) AND SECTION 551.087 (ECONOMIC DEVELOPMENT).

A) Consultation with City Attorney regarding delinquent hotel occupancy. (Section 551.071, T.G.C.)

B) Consideration of Economic Development Matters. (Section 551.087, T.G.C.)

C) Discussion and Possible Lease, Sale or Purchase of Real Property; Tract 1, Tract 2 and Tract 3. (Section 551.072, T.G.C.)
