A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. 1. Rezone from C-3 (General Business) district to R-3A (Multifamily Residential Apartments) district at the South 245 ft. of the East 275 ft. of the South 14.61 Acres of Lot 178, John H. Shary Subdivision, Hidalgo County, Texas; 1820 South Bentsen Road.

B) CONDITIONAL USE PERMIT:

1. Request of Hilda G. Sewell appealing the decision of the Planning and Zoning Commission of the November 19, 2019 meeting, denying a Conditional Use Permit, for One year, for a bar at Lot 1, Nolana West Subdivision, Hidalgo County, Texas; 2200 Nolana Avenue, Suites 2232 and 2234.

C) Amending the Zoning Ordinance of the City of McAllen.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. A) Approval of Minutes of Workshop and Regular Meeting held November 25, 2019.

B) Consideration and Approval to remove 3rd Quarter of Fiscal Year 2018-19 Uncollectible Sanitation and Drainage Accounts from General Ledger and begin Write-Off procedures.

C) Ordinance providing for the approval of a CDBG program amendment to Ordinance 2018-85 for FY 2017-2018 Community HOPE Projects, Inc.

D) Ordinance providing for the approval of a CDBG program amendment to Ordinance 2018-42 to adjust beneficiary data of the FY 2018-2019 Action Plan.

E) Ordinance providing for the approval of a CDBG program and budget amendment to Ordinance 2019-35 for the deletion of the FY 2019-2020 McAllen Code Enforcement Illegal Dumping Project.

F) Ordinance providing for a budget amendment for Quinta Mazatlan Night Safety Lighting Project.  

G) Resolution authorizing the submission of a grant application to the Texas Department of Transportation through the Selective Traffic Enforcement Program (STEP) Fiscal Year 2021 Commercial Motor Vehicle Grant. 

H) Resolution authorizing the submission of a grant application to the Texas Department of Transportation through the Selective Traffic Enforcement Program (STEP) Fiscal Year 2021 Comprehensive Grant.

I) Resolution authorizing the acceptance of grant funds from the Texas Department of Transportation through its Fiscal Year 2020 Selective Traffic Enforcement Program's Impaired Driving Mobilization (STEP-IDM) Campaign.

J) Resolution authorizing the submission of a grant application to the Walmart Foundation under the FY 2019 Walmart Community Grant Program for the McAllen Public Library.  

K) Resolution authorizing the submission of a grant application to Bloomberg Philanthropies under the FY 2020 Asphalt Art Initiative Grant Program on behalf of Keep McAllen Beautiful. 

L) Resolution authorizing the submission of a grant application to National Endowment for the Arts for funding under the FY 2020 Arts Engagement in American Communities Grant Program for the McAllen Convention Center's Fiesta de Palmas Festival.  

M) Approval of Tax Refund Over $500 for Kohl's Illinois, Inc.

3. BIDS/CONTRACTS:

A) Consideration and Approval of an Agreement for Fiscal Year 2019-2020 TXDOT Allocation Funding Split.

B) Consideration and Approval of Change Order No. 1 for the Auburn/Wisconsin Roadway Improvements Project.

C) Award of Contract for the Kennedy Avenue Roadway Improvements.

D) Award of Contract for Quinta Mazatlan Exterior Lighting Improvements.

E) Award of Contract for Architectural Engineering Design Services Anzalduas North and South Bound Commercial Bridge Improvements.

F) Award of Contract for the Purchase of Eleven (11) New 2020 Vehicles.

4. ORDINANCES:

A) Consideration and Adoption of update to the definition of tree in the landscape ordinance.

B) Consideration and Adoption of an Ordinance and Budget Amendment for the Police Department Parking Garage.

5. RESOLUTIONS:

A) Consideration and Approval of Pledge to participate in the IT'S TIME TEXAS Community Challenge 2020.

B) Resolution approving amended Keep McAllen Beautiful bylaws and standing rules.

6. VARIANCE:

A) Variance Request to not require the Subdivision Process at the 1.0 Acre tract of Land out of the Southeast Corner of the South 20.0 acres of Lot 337, John H. Shary Subdivision, Hidalgo County, Texas; 4908 Buddy Owens Boulevard.
