1. PUBLIC HEARING:

1. Request of Caribe Investments, L.P., for a Conditional Use Permit, for one year, for a bar at Lot 3, Lone Star National Bank Subdivision, Hidalgo County, Texas; 500 East Nolana Avenue.

B) REZONINGS:

1. Rezone from C-3 (general business) District to R-3T (multifamily residential townhouse) District: 2.89 acres out of Block 1, Amended Whitewing Addition Unit No. 1 and out of Whitewing Addition Unit No. 2, Hidalgo County, Texas; 2600 North 24th Street. (Tabled 8/13/18)

2. Rezone from R-1 (single family residential) District to R-3T (multifamily residential townhouse) District:  7.674 acres out of Lot 348, John H. Shary Subdivision, Hidalgo County, Texas; 5509 North Bentsen Road.

3. Rezone from R-1 (single family residential) District to I-1 (light industrial) District:  10.050 acres out of Lot 3, Block 5, A.J. McColl Subdivision, Hidalgo County, Texas; 1200 East La Vista Avenue.

C) An ordinance amending section 138-145 of the City of McAllen zoning ordinance. 

D) Public Hearing to receive comments on and consider the proposed 2018-2019 Service and Assessment Plan and proposed assessments contained in the 2018 Assessment Roll for the Tres Lagos Public Improvement District.

C) Consideration and Approval of Programming/Master Plan for Quinta Mazatlán and authorization to proceed with Schematic Design of Phase 1 (Palm House).

D) Consideration and Approval of the Other Transaction Agreement (OTA) with Transportation Security Administration (TSA) at McAllen International Airport.

E) Resolution authorizing the acceptance of the Federal Aviation Administration (FAA) Airport Improvement Project (AIP) No. 48 Grant.

3. BIDS/CONTRACTS:

A) Consideration and Approval of Subscription License and Service Agreement for McAllen Police Department.

B) Award of Contract for Construction of Municipal Softball Park.

C) Consideration and Authorization to rescind Award of Contract for the McAllen-Hidalgo Federal Motor Carrier Safety Administration (FMCSA).

D) Consideration and Approval of an Interlocal Agreement between the City of McAllen and Hidalgo County for Mile 17 1/2 (Russell Road) from Depot Road (23rd St.) to Mon Mack Road.

E) Consideration and Approval of Contract Amendments No. 11 & 12 for Airport Improvement Projects.

4. ORDINANCES:

A) Discuss and consider an Ordinance authorizing the issuance, sale and delivery of approximately $4,000,000 in aggregate principal amount of "City of McAllen, Texas General Obligation Bonds, Series 2018"; securing the payment thereof by authorizing the levy of an annual ad valorem tax; approving and authorizing the execution of all instruments and procedures related thereto including a paying agent/registrar agreement; approving the form of an official statement; and declaring an effective date.

B) Consider and possible adoption of an Ordinance approving and adopting the Tres Lagos Public Improvement District (“District”) 2018-2019 Service and Assessment Plan and 2018 Assessment Roll; Establishing classifications for the apportionment of costs and methods of assessing for special benefits for improvements, maintenance, and special supplemental services to property within the District; levying debt service assessments for the cost of improvements to be provided in the District, maintenance assessments for the cost of maintenance and operation of the District, and supplemental service assessments for the costs of provision of supplemental services within the District; fixing charges and liens against the Property in the District and against the owners thereof; providing for the collection of the assessments; and providing an effective date.

5. MANAGER’S REPORT:

A) Review of Quarterly Investment Report for Quarter Ending June 30, 2018.

B) Consideration and Possible action to authorize intervention in PUC Docket 48577 - Application of AEP Texas, Inc. for Determination of System Restoration Costs, regarding recovery of costs related to Hurricane Harvey, and authorize hiring attorneys and consultants for participation in proceeding.

C) Receive an annual update on the status of Reinvestment Zone Number One, City of McAllen, Texas (Tres Lagos) as required by Sections 311.0101(c) and 311.016 of the Texas Tax Code and the Interlocal Agreement.

D) Discussion of 2018 Proposed Tax Rate, Take a Record Vote, and Schedule Public Hearings.

E) Project Status Report through July 31, 2018.
