1. PUBLIC HEARING:

A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. 1. Rezone from C-3 (general business) District to R-3T (multifamily residential townhouse) District: 2.89 acres out of Block 1, Amended Whitewing Addition Unit No. 1 and out of Whitewing Addition Unit No. 2, Hidalgo County, Texas; 2600 North 24th Street.

2. Request of Alma Y. Salinas, for a Conditional Use Permit, for one year, for a banquet hall at Lots 2 and 3, Block 46, McAllen Addition Subdivision, Hidalgo County, Texas; 512 South 12th Street.

B) REZONINGS:

1. Rezone from R-1 (single family residential) District to C-3 (general business) District:  40.11 acres consisting of 39.09 acres being all of Lot 385, and 1.02 acres out of a 60.0-foot canal right-of-way between Lot 375 and Lot 385, John H. Shary Subdivision, Hidalgo County, Texas; 5700 North Shary Road.

2. Rezone from R-1 (single family residential) District to C-3 (general business) District:  5.76 acres out of Lot 375, John H. Shary Subdivision, Hidalgo County, Texas; 5700 Mile 4 Road.

C) Amending the Zoning Ordinance of the City of McAllen as enacted May 29, 1979.

D) Public Hearing of street name change from Chapin Road to Cross Lane between North 23rd and North 29th Street.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. There will be no separate discussion of these items; however, if discussion is desired, that item(s) will be removed from the Consent Agenda and will be considered separately.)

A) Approval of Minutes of Workshop and Regular Meeting held July 23, 2018.

B) Consideration and Approval of an Interlocal Agreement between the City of McAllen and Hidalgo County for the construction of the Traffic Signal at the intersection of South McColl Road and Yuma Avenue.

C) Consideration and Approval of a Memorandum of Understanding for Amigos del Valle for services for Las Palmas Community Center.

D) Award of Contract for Field Lighting at the Municipal Girls Softball Complex.

E) Discussion and Approval of a financing agreement between the City of McAllen, Texas and the Texas Water Development Board wherein the Texas Water Development Board, pursuant to its Resolution No. 18-096 and the State Water Implementation Revenue Fund for Texas, agrees to purchase from the city and the city agrees to sell to the Texas Water Development Board its $6,900,000 City of McAllen , Texas Waterworks and Sewer System Revenue Bonds; authorize the execution of such financing agreement by the General Manager or the Utility Engineer of the McAllen Public Utility.

F) Consideration and Approval of a Grant Reimbursement Agreement with FINRA Investor Education Foundation to fund library materials across all media (books, subscriptions, audio-visual) related to personal finance for McAllen Public Library.

G) Resolution authorizing the submission of a grant application to the U.S. Department of Justice, Bureau of Justice Assistance for funding under the Fiscal Year 2018 Edward Byrne Memorial Justice Assistance Grant Program.

H) Resolution authorizing the submission of a grant application to the U.S. Department of Transportation for funding under the Fiscal Year 2018 Better Utilizing Investments to Leverage Development (BUILD) Transportation Grant Program.

I) Resolution authorizing the submission of a grant application to the Ed Rachal Foundation for funding under the Fiscal Year 2018 funding cycle.

J) Resolution between the City of McAllen and The Interlocal Purchasing System (TIPS) Cooperative. 

K) Approval of Tax Refunds Over $500.00.

3. BIDS/CONTRACTS:

A) Award of Supply Contract for the Purchase and Delivery of Lawn & Leaf Bags.

B) Authorization to make an Additional Purchase from Current Supply Contract for Various Commercial Refuse Container Parts.

C) Award of Contract for the Purchase of a total of 98 Traffic Signal Cabinets including the Cobalt Controllers.

D) Consideration and Approval of Change Order No. 1 and Final Reconciliation of Quantities for 2018 Single Machine Repaving.

E) Award of Contract for Pavement Preservation Project.

4. ORDINANCES:

A) Consideration and Approval of an ordinance providing for extending provisions for curfew hours for minors.

B) Consideration and Adoption of an Ordinance approving the amendment of all previous ordinances that have authorized the currently outstanding City of McAllen, Texas Waterworks and Sewer System Revenue Bonds to permit the Finance Director of the City, instead of an independent certified public accountant, as currently required, to certify that necessary coverages have been met so that additional parity bonds may be issued in the future.
