1. PUBLIC HEARING:

A) ROUTINE ITEMS: (All Rezonings and Conditional Use Permits listed under this section come with a favorable recommendation from the Planning & Zoning Commission and will be enacted by one motion. However, if there is opposition at the meeting or a discussion is desired, that item(s) will be removed from the Routine Items section of the agenda and will be considered separately.)

1. Request of Alfred Ragusin Jr., for a Conditional Use Permit, for one year, for a bar at the 1.24 acres out of Lot 2, Block 11, Hidalgo Canal Company Subdivision, Hidalgo County, Texas; 5524 North 10th Street.

B) Public Hearing for a variance from Section 6-2 of the Alcoholic Beverage Code request of PAMM Properties, at the north 100' of Lot 1, Professional Plaza Subdivision, Hidalgo County, Texas; 920 North Main Street.

2. CONSENT AGENDA: (All matters listed under Consent Agenda are considered to be routine by the Governing Body and will be enacted by one motion. There will be no separate discussion of these items; however, if discussion is desired, that item(s) will be removed from the Consent Agenda and will be considered separately.)

A) Approval of Minutes for regular meeting held March 12th and Workshop held March 26, 2018.

B) Award of Supply Contract for Purchase of Tires.

C) Award of Contract for the Purchase of Refuse and Recycling Carts.

D) Consideration and Authorization to declare certain Vehicles and Equipment as Surplus.

E) Consideration and Approval of Change Order No. 2 for Lark Reroof.

F) Ordinance providing for the abandonment of 2.03 acres out of north 66th Lane and part of Wesleyan Avenue, Sharyland ISD Pioneer High School Subdivision, 10001 North Shary Road.

G) Ordinance providing for the abandonment of 40’ Flamingo Ave. R.O.W being 0.786 of one Acre out of Lot 15, Block 1, C.E. Hammonds Subdivision, 5609 North Bicentennial Boulevard.

H) Ordinance providing for the abandonment of a 10 foot wide utility easement along the East line of Lot 1A, State Farm Place Lot 1A Subdivision, Hidalgo County, texas 701 East U.S. Expressway 83.

I) Resolution authorizing the submission of a grant application to the Texas Department of Transportation for funding under the Fiscal Year 2018 Selective Traffic Enforcement Program Click It or Ticket Campaign.   

J) Resolution authorizing the submission of a grant application to Bloomberg Philanthropies for funding under the Fiscal Year 2018 Public Art Challenge.

K) Consideration for a variance request to allow a street Off-Set; 5000 North Bentsen Road.

3. BIDS/CONTRACTS:

A) Consideration for the Approval of the Construction Contract for Drilling and Boring Services for Installation of Traffic Signal Electrical Conduit.

B) Award of Contract for Hidalgo International Bridge Repaving and Joint Repair.

C) Award of Contract for Architectural Services for the McAllen-Hidalgo International Bridge Pedestrian Improvements to Milnet Architectural Services, PLLC.

D) Consideration for the Approval of Change Order No. 1 for Contract Time for Bicentennial Boulevard Hike & Bike Trail Pedestrian Bridge at Lark Boulevard.

5. EXECUTIVE SESSION, CHAPTER 551, TEXAS GOVERNMENT CODE, SECTION 551.071 (CONSULTATION WITH ATTORNEY) AND SECTION 551.074 (PERSONNEL MATTERS).

A) Consultation with City Attorney regarding legal issues related to the Fire Department Collective Bargaining Agreement. (Section 551.071, T.G.C.)
